What Oklahoma riders need to know

Oklahoma has one of the more permissive state frameworks for electric scooters, but as always there is a catch. Cities get to decide almost everything. The state sets basic definitions and minimum requirements, then hands control over to municipalities. This has created what we’ve come to know as a patchwork of different laws across the entire state. So who can ride and how you ride is different depending on the city you’re riding in.

Oklahoma Statutes 47-1-133.3 defines a “motorized scooter” as any vehicle with not more than three wheels in contact with the ground, handlebars and a foot support or seat for the rider, and a power source capable of achieving a maximum speed of 35 miles per hour.

For electric scooters specifically, the scooter must be programmed by the manufacturer to not exceed said level. The law explicitly excludes electric personal assistive mobility devices, bicycles, electric-assisted bicycles, and motorized bicycles from this category. Importantly, the statute gives municipalities broad authority to regulate their usage.

Where you can ride

This is where Oklahoma’s various rules get complicated. Due to the lack of state law decisions for where you can ride falls depends entirely on local governance.

Public roads: State law requires riders to follow traffic safety regulations, but doesn’t limit which roads can be used. Local ordinances typically restrict operation to streets with lower speed limits.

Bike lanes and paths: Access depends entirely on local regulations, which vary significantly between municipalities.

Sidewalks: Some cities allow it with restrictions, others prohibit it entirely.

Trails and parks: Depends entirely on the local regulators, often there are different policies across all parks/trails.

Equipment & vehicle requirements

At the state level equipment requirements are minimal. Electric scooters must be capable of no more than 35 mph maximum speed through manufacturer programming, though local governments can set lower speed requirements through ordinances.

That’s about it apart from the need to have adequate braking power.

Rider requirements

Oklahoma’s state requirements are fairly straightforward, though cities are allowed to adjust or add restrictions:

Age requirements: The operator must be at least 14 years old. This is one of the lower minimum ages among states that have age restrictions.

Licensing: No driver’s license is required under state law unless mandated by local ordinance. Cities can choose to impose licensing requirements if they want.

Private riders can only ride on roads with a 40 mph speed limit or lower, riders under 18 need to wear a helmet, yield to pedestrians, have proper lighting, and are prohibited to ride on sidewalks.

Tulsa: Similar approach with shared scooter permits and designated operational areas, along with specific parking and safety requirements. Apart from the state regulation you are allowed to ride on sidewalks in Tulsa (but not in downtown districts), the city recommend riders to use the bike lanes when possible.

Norman: Being a college town, has regulations addressing both shared scooters and personal devices around the University of Oklahoma campus. Mostly Norman has focused on the parking and has urged its citizens to follow general bicycle parking guidelines, furniture zone or general bicycle parking spaces.

Stillwater: Has ordinances specific to the Oklahoma State University area with operational restrictions and parking requirements.

Most smaller communities either haven’t addressed electric scooter regulation specifically or follow general traffic law principles.

Special circumstances

University areas: Both OU and OSU have campus-specific policies that differ from city regulations, particularly around parking and operational speed.

Tourist areas: Popular destinations have seasonal restrictions or special event limitations on motorized devices.

A breath of fresh air seeing a state that hasn’t opted for the harsher speed limitations. Oklahoma is in my eyes a very electric ride friendly state that doesn’t over regulate, but also for safety reasons make sure that the individual cities have the last say on how you operate and where. A very nice approach, mostly because the municipalities have chosen to go a similar route creating very little variations in their enforcement.

Most have focused on parking and pedestrian safety which was the intent with the state framework. That leaves the door open even for some of the less fast but very durable high-performance models.
